Job Responsibilities

This position is responsible for planning, organizing, directing, and executing a department-wide procurement program for equipment acquisitions.  This position also performs special studies regarding fiscal planning and procurement methodology decisions.


This position reports to the Supplies and Services Unit Chief.  There are no subordinates reporting to this position.

This position is responsible for working with the entire agency to help determine and procure equipment that is needed to make sure the Illinois Department of Transportation (IDOT) can keep up with the needs of the state of Illinois.  This position procures equipment needed in a timely manner to help ensure the highways of Illinois are always as safe as possible.  IDOT spends millions of dollars annually to procure equipment such as dump trucks, digger derricks, tractors, passenger vehicles, excavators, and many other types of equipment, tools, and components used to maintain the highways of Illinois.

Typical problems include concise interpretation of the Illinois Procurement Code and other governing rules and departmental orders to continually ensure the lawful and economical execution of purchases and contracts.  The greatest challenge for the incumbent is to procure equipment in a lawful and timely manner in order to support the overall department mission. 

The incumbent plans, evaluates, administers, and executes the bidding process and awarding of contracts for department-wide equipment purchases while determining and implementing the appropriate procurement methods to ensure the Illinois Procurement Code statutes, rules, and regulations are adhered to.  This involves the lawful and economical execution of purchases to ensure user satisfaction at the lowest possible cost.  The incumbent completes procurement processes in the BidBuy system.  Additionally, the incumbent implements policies and procedures for procurements of the Business Enterprise Program (BEP), Disadvantaged Business Enterprise (DBE) Program, Small Business Set Aside (SBSA) Program, and Veteran Business Program (VBP) to ensure compliance. The incumbent performs special studies regarding fiscal planning and procurement trends. The incumbent acts as the equipment procurement liaison with departmental offices, the Illinois Office of the Comptroller (IOC), the Department of Central Management Services (CMS), and the Chief Procurement Office (CPO).

The incumbent has broad latitude to accomplish accountabilities and works independently to accomplish assignments. Matters of a unique or sensitive nature are referred to the Supplies and Services Unit Chief for resolution.   This position is constrained by the Illinois Procurement Code, departmental rules/practices, and state and federal regulations.

Internal contacts include staff in all departmental offices.  External contacts include various offices of CMS and the Illinois State Police.  This position also interacts with vendors.  Occasional statewide travel and infrequent out of state travel with overnight stays is required. 

The effectiveness of this position is measured by having a clear and consistent procurement process that complies with the Illinois Procurement Code and related rules, and the timely acquisition of equipment at economical prices to enable departmental recipients to efficiently perform duties.

Principal Accountabilities

1. Administers and executes equipment purchases and contracts that are timely and cost-effective in accordance with the Illinois Procurement Code and related rules.
2. Creates bid documents, solicits bids through small purchase and formal procurement processes, conducts bid openings, and recommends award.
3. Responsible for coordinating and managing procurements through the BidBuy procurement system.
4. Maintains a schedule for equipment contracts.
5. Implements policies and procedures for procurements of the BEP, VBP, DBE and SBSA Programs to ensure compliance.
6. Performs special studies for regarding fiscal planning and procurement trends.
7. Acts as equipment procurement liaison with departmental offices, IOC, CMS, and the CPO.
8. Performs all duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
9. Performs other duties as assigned.

Qualifications

Position Requirements


•Education/Experience:

  • Completion of a bachelor’s degree in business, public administration, economics, or statistics plus two years of experience with procurement programs, equipment purchasing, fiscal planning, procurement methodology, or a combination thereof; OR
  • Eight years of experience with procurement programs, equipment purchasing, fiscal planning, procurement methodology, or a combination thereof

•Valid driver’s license
•Occasional statewide travel and infrequent out of state travel with overnight stays
•Successful completion of a background screening


Position Desirables


•Working knowledge and experience with the Bidbuy system for the development and award of solicitations and release orders
•Familiarity with the BEP, VBP, DBE, and SBSA Programs
•Ability to plan, organize, and execute administrative or technical program requirements
•Ability to maintain harmonious relationships with employees, agency officials, and the general public
