Position Overview

The Division of Mental Health is seeking to hire an Accountant for the Treatment and Detention Facility located in Rushville, Illinois to perform professional accounting and auditing work involving all phases of accounting, budget execution and development, internal auditing, fiscal reporting required in the maintenance of appropriated general revenue funds on the State Accounting System.  Serves as designated lead worker. Leads the preparation, examination, reconciliation and analysis of complex statements and reports. Assists management staff in the development and execution of the facilities’ budget for submission to the central office by completing financial reports on the status of facility appropriations, budget projections for current and coming fiscal years and writing proposals based on current expenditures and future program needs.

Job Responsibilities

  1. Performs professional accounting and auditing work involving all phases of accounting, budget execution and development, internal auditing, fiscal reporting for the Treatment and Detention Facility required in the maintenance of appropriated general revenue funds on the State Accounting System.
  2. Leads the preparation, examination, reconciliation and analysis of complex statements and reports.
  3. Serves as designated lead worker.
  4. Assists management staff in the development and execution of the facilities’ budget for submission to the central office by completing financial reports on the status of facility appropriations, budget projections for current and coming fiscal years and writing proposals based on current expenditures and future program needs.
  5. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four years of college, with courses in business administration and accounting or four years of technical accounting experience.

*Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate or proficiency in lieu of the stated requirements for this classification.

Conditions of Employment

  1. Requires ability to utilize office equipment, including personal computers.
  2. Requires ability to pass the IDHS background check.
  3. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
