Job Description:  

This is professional services work involving the completion of right of way appraisals for the purpose of acquiring property for departmental purposes. 

Responsibilities may include, but are not limited to:

  • Preparing, reviewing, and approving condemnation and related complex and noncomplex appraisals in accordance with departmental and state/federal policies and procedures,
  • Negotiations and relocation assignments,
  • Representing Right of Way at public hearings, advising attendees of the right of way process, requirements of valuation and compensation, and property owner rights, and,
  • Participating in developing recommendations for administrative settlements pertaining to right of way acquisitions to avoid litigation.

Work requires a high degree of independent judgement and resourcefulness in making appraisals on complex properties of all types. 

To be minimally qualified for this position candidates must provide evidence of the following experience:

A Bachelor’s Degree in a related field AND four(4) years’ experience involving real estate negotiations, property title work, surveying, estimating, appraisal, real estate brokerage, assessing, or evaluation  -OR-  an equivalent combination of training, experience, and education, providing a knowledge of real estate negotiations, property title work, surveying, estimating, appraisal, real estate brokerage, assessing, or evaluation  -OR-  two (2) years of experience at the level of Right of Way Appraiser II (or equivalent in the appraisal industry)  -OR-  a Certified General Residential Real Property Appraiser (or greater).

Necessary Special Requirement:  Successful completion of the following Case Study Courses:  Real Estate Appraisal Principles; Basic Valuation Procedures; Basic Income Capitalization; Advanced Income Capitalization; and Litigation Valuation -OR-  equivalent of the American Institute of Real Estate Appraisers or the Society of Real Estate Appraisers.

Licensing/Registration/Certification Requirements: (These must be met by all employees prior to attaining permanent status in this class).

May be required to obtain an International Right of Way Association Certification in one of the following disciplines: Appraisal Certified (R/W-AC), Negotiation/Acquisition Certified (R/W NAC or Relocation Assistance Certified (R/W-RAC) or equivalent.
