Facilities Manager

Join the Oregon Youth Authority (OYA) team as our Facilities Manager, spearheading the administration and operations of our Physical Plant Operations division. With a focus on creating conducive environments for our staff, youth, and the public, you'll oversee the efficient and secure functioning of nine correctional facilities and camps across Oregon.

 

In this role, you'll manage a team of thirty-three physical plant personnel engaged in building trades, administrative duties, and construction project management, ensuring optimal staffing levels and fostering a positive, team-oriented workforce. Collaborating with governmental jurisdictions, state agencies, and internal OYA divisions, you'll play a pivotal role in advancing our mission.

Additional Information:

This position is part of the state's management team.

Occasional Telework: This position will be majority on-site work. There will be opportunities to occasionally work remotely upon approval.

  • We may use this recruitment to fill future vacancies.
  • Starting Salary Expectations for new to State service: $91,188.00 - $105,528.00 annually; based on qualifications, experience, and internal equity (should you have significant years of experience performing this work, starting salary may be higher).
  • Position Salary Range: up to $150,828.00 annual salary.
  • This position receives annual increases on anniversary date until the maximum of the salary range is reached.
  • Upon PERS eligibility, employees will receive a 6.95% increase to their base salary and will pay the employee 6% contribution to PERS.

What We Are Looking For:

  • Seven years of lead work, foreman work, or supervision related to the class concept;

OR

  • five years of experience related to the class concept AND completion of an accredited vocational-training or construction-training program related to the class concept;

OR

  • four years of related experience and a bachelor’s degree in a related field;

OR

  • an equivalent combination of education, training, and experience.


Special Requirement:

  • Driver's License: Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

 

DESIRED ATTRIBUTES/APPLICATION SCORING CRITERIA: In addition to your related work experience and education, we will use the attributes below to determine whom to interview.

  • Strong competency in Diversity, Equity, and Inclusion (DEI) demonstrated at work to reduce disparities: understands leading and advancing DEI, including the ability to provide an inclusive workplace; developing and training employees, increasing workforce diversity using recruitment and retention strategies; identifying and eliminating systemic barriers and processes that are harmful to people; and outreach contracting opportunities for historically marginalized people.
  • Significant experience in building operations, maintenance, and construction management: experience and demonstrated leadership success in employee management in directing facilities and construction project teams; bringing about a workplace culture rooted in customer service and focused on workplace safety; understanding of building policies, processes, and practices to ensure compliance with local and federal regulations. Strong organizational and time management skills, analytical skills, attention to detail, technical knowledge, and problem-solving skills.  Demonstrated proficiency in managing various large- and small-scale projects simultaneously.
  • Proven ability in managing complex budgets and procurement: strong knowledge of financial administration principles and processes and purchasing and contracting related to building operations, maintenance, and construction.
  • Exceptional communication (verbal, written, and presentation) skills: ability to convey complex concepts in common terminology and build relationships within and outside the agency. Ability to write effectively and at an executive level to present written analysis, reports, and recommendations to agency leadership, legislative, and DAS committees.
  • Strategic planning and organizational skills: experience pulling, analyzing, and interpreting data to track metrics, identify trends, evaluate program effectiveness, find gaps, and recommend improvements. The ability to create strategic plans for building operations and maintenance at multiple locations and for multi-year construction projects.
