Fiscal Analyst 3 (FA3) DOH8054

The Office of Financial Services oversees agency priorities and programs, managing finances and operations including budgeting, contracting, grant management, and accounting. It ensures compliance with state and federal laws while supporting the Department of Health's vision. This position reviews payment activity for compliance, conducts research, assists with fiscal year-end closing, and supports program and accounting staff. 

 

This work will include the following essential duties:

  • Reconciliation of the Purchasing Cards and assigned General Ledgers
  • Provide back up support for vendor payment review and processing.
  • Provides processing and payment actions necessary to ensure that agency credit cards and purchase cards are in good standings and vendors are compensated

 

The duty station for full-time Non-Permanent Fiscal Analyst 3 (FA3) is in Tumwater, WA. Telework (mobile work) is currently expected. Required in-office work is rare and would be scheduled in advance. The anticipated end date for this role can be up to 12 months after the start of hire.

Required Qualifications 

Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile. 

 

Option 1: Four (4) or more years of experience performing financial functions in budget, accounting, auditing, or related field. Experience should include managing the financial aspects of an organization, financial reporting, account or fund maintenance and reconciliation, budget development and maintenance, revenue forecasting, chart of accounts development, and providing financial consultation.

 

Option 2: An Associate’s degree in Accounting, Auditing, Finance, or closely affiliated field; AND two (2) or more years of experience performing financial functions in budget, accounting, auditing, or related field. Experience should include managing the financial aspects of an organization, financial reporting, account or fund maintenance and reconciliation, budget development and maintenance, revenue forecasting, chart of accounts development, and providing financial consultation.

 

Option 3: A Bachelor’s degree in Accounting, Auditing, Finance, or a closely affiliated field. 

 

AND all options will include:

  • Three (3) or more years of experience comparing and analyzing financial data, identifying issues or challenges, and trends; using critical thinking to provide important feedback and status reports; and problem-solving to offer well thought out options for resolution and next steps.
  • Demonstrated experience effectively using the following:
    • Microsoft Excel – to develop and manipulate large or complex spreadsheets; use complex mathematical formulas to calculate data and link worksheets; import data from other sources, filter lists, and create and format charts and graphs.
    • Microsoft Word – to create, format, and edit tables, charts, and graphs; insert and format sections; create headers and footers; and work with pictures and draw objects.
