As a Program Services Team Leader/Transportation Specialist, you will:

• Serve as a member of the Division Leadership Team developing and implementing the diverse and complex Federal-aid highway program through a strategic plan and annual work plan including establishment of Division Office goals, objectives, priorities, and timetables, and through the evaluation of program activities, problems, and accomplishments. 
• Maintain regular contacts with State highway representatives to provide day-to-day policy guidance, keep informed of emerging activities, and to participate in project delivery from the earliest stage.
• Lead the Discretionary Grant Programs, including Direct Recipient activities associated with the development of Project and Grant Agreements; administration of projects and grants, reviewing project vouchers, and associated reporting including performance measures.
• Represent FHWA in discussions with state and local officials in resolving the most complex transportation problems relating to assigned program areas.
• Provide expertise and assistance in the interpretation, application, and implementation of Federal laws, regulations, and policies relating to the highway program on a day-to-day basis to officials of the State Department of Transportation, cities, counties, other agencies, and private citizens.
• Develop program management activities including development of stewardship and oversight plans, conducting risk assessments, and tracking of performance measures and the associated reporting processes.

The ideal candidate is an experienced professional that has a strong working knowledge of program administration, leading people, interpretation of laws and regulations, and experience in delivering grants to state, local, and tribal governments.
