Under the general direction of the State Legislative Manager, a Staff Services Manager II, the legislative specialist has responsibility for representing Caltrans' policies and positions before the California State Legislature. The specialist is responsible for independently managing core legislative affairs functions and processes. The specialist manages responses on a portfolio of legislation, including negotiating legislation; representing Caltrans' views to the Governor's Office, the California State Transportation Agency, and external stakeholders; and identifying the impacts of legislation on departmental operations and the state transportation system through the lens of Caltrans' mission, vision, values, and goals. The specialist works independently to develop recommendations for the Governor’s Office, often coordinating cross-functional task forces, and to develop appropriate strategies to secure passage or defeat of legislation.
