The Wisconsin Department of Children and Families (DCF), Division of Early Care and Education, Bureau of Early Care Regulation is currently recruiting to fill a Regional Licensing Manager position in Madison, WI. This position is headquartered at our Madison office and will have the option to work hybrid for up to 90% of the time.  This schedule may change based on training or operational needs.  Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

POSITION SUMMARY:

This is a professional supervisory position responsible for providing management, supervision, coordination, and leadership in the implementation of regulatory activities and quality assurance of regulated child care programs. This position is responsible for overseeing the licensing and monitoring of family and group child care programs, day camps and license-exempt public school programs in Wisconsin’s southern counties. This position manages and directs professional staff in the performance of regulatory activities, which include processing licensing applications, monitoring programs for compliance, renewing licenses, investigating complaints and issuing enforcement actions. The Regional Licensing Manager is responsible for administering regulatory enforcement actions, which include legal sanctions and penalties, for child care programs found to be out of compliance. This position is the primary representative of the Bureau of Early Care Regulation in the regional office for directing the state's regulatory program for regulated child care programs and facilities in the regions, and for carrying out the department's mission, objectives and goals to protect the health, safety and welfare of children.

SALARY: The classification title for this position is Human Services Supervisor. The starting salary is between $30.82 and $49.92 per hour ($64,105 and $103,833 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.

 

The pay schedule/range is 81-02. A two-year career executive trial period may be required.  

 

Job Details: Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications: 

 

Minimally qualified applicants will have:

 

  • Experience as a team lead, lead worker, or supervisor over professional staff (providing guidance, training, reviewing work, coaching, etc.).
  • Experience working in, providing services to or regulating childcare programs or other human services programs that support children and their families.
  • Experience working effectively with internal and external stakeholders (representing agency, building collaborative relationships, etc.).

 

Well-qualified applicants will have:

 

  • Experience managing and/or supervising staff (providing feedback, assigning work, hiring, firing, etc.).
  • Experience working with or knowledge of WISSCRS, Child Care Finder, Licensing, Pre-Licensing, or Quality and/or similar programs. 
  • Experience writing and/or developing policies and procedures.
