The Director of Total Rewards (DTR) position is responsible for development, implementation, administration, and execution of a comprehensive total rewards strategy aimed at attracting, rewarding, and retaining a diverse pool of talent. This position has direct oversight and accountability for the agency’s compensation programs, health benefits and wellness programs, Employee Assistance Programs (EAP), and retirement programs that strengthen the agency’s competitive position within the public service. This role reports directly to the Chief People Officer and provides direct oversight, leadership and coaching to the members of the total rewards team.

Supervisory Responsibilities:

This position has overall supervisory responsibility and accountability for the total rewards unit and provides direction and coaching to direct reports.

Duties & Responsibilities:    
ESSENTIAL:
    * Responsible for the development and execution of a total rewards strategy on in alignment with the agency’s mission, vision, and strategic objectives.
    * Develops, communicates, and monitors progress against annual business plans designed to achieve the agency’s people power metrics.
    * Cultivates a culture of excellence and develops clear classification, compensation, and health and wellness objectives by directing, leading, and managing compensation systems and programs.
    * Designs, implements, and continuously evaluates agency compensation programs including classification, job evaluations, market pricing, merit-based pay, salary survey responses, benchmarking jobs and performance management programs to ensure equity and competitive review.
    * Designs, manages, assesses, and ensures legal compliance of all administered benefits, compensation, and rewards programs.
    * Designs, implements, modifies, and administers employee benefits and wellness programs and develops cost control procedures to optimize coverage costs for the company and employees. 
    * Responsible for implementing and maintaining the HRIS software (Workday) including managing data related to employees, including recruitment, onboarding, compensation, benefits, and performance management.
    * Acts a subject matter expert, monitors the effectiveness of existing compensation system, guidelines, and procedures; recommends plan revisions and introduces cost effective plans that are consistent with compensation trends and agency objectives.
    * Design, develop, and implement a reporting and analytics dashboard to increase visibility to relevant total rewards KPI metrics; utilize forecasting metrics to produce classification, compensation and health and wellness reports through collaboration with the HRMS Analyst.
    * Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling ensuring consistent application of Employee Guidelines, processes, and procedures.  Conducts performance reviews and holds employees accountable for optimal performance of their responsibilities.
    * In collaboration with key stakeholders, develops and maintains the process for the development and maintenance of agency job descriptions/profiles.
    * Works collaboratively with internal stakeholders to identify, design, and deliver required classification, compensation, health, wellness, and benefits training needs.
    * Contributes to the annual operating budget planning process by managing the planning, forecasting, and expense management of the total rewards unit.
    * Manage all third-party vendors for compensation, benefits, wellness, and EAP services to include statement/scope of work development, costing, analysis, and performance delivery.
    * Keeps apprised of federal, state, and local laws and regulations impacting employee compensation, benefits, and employment law.

QUALIFICATIONS   

Required:
    * Bachelor's degree in human resources or related field.
    * Ten (10) years of broad HR experience ideally in a complex public service-oriented organization.
    * Five (5) years of leading and managing the performance of multiple direct reports; total rewards supervisory experience preferred.
    * Five (5) years of demonstratable experience in the design, implementation, and administration of classification and compensation systems/programs ideally in organizations with represented and non-represented staff.
    * Experience in working with a HRMS (preferably Workday) and equal employment opportunity (EEO) requirements.
       

Preferred:
    * Experience in the design and implementation of a merit-based compensation and reward structure.
    * Experience capturing, analyzing, and reporting various classification, compensation, benefits, and wellness metrics at the c-suite and board level.
    * Experience in the design and implementation of employee benefits and wellness programs
    * Certification as a Certified Compensation Professional (CCP) and/or a Certified Employee Benefit Specialist (CEBS).

 

KNOWLEDGE, SKILLS & ABILITIES
    * Proficiency with Workday HR Applications
    * Proficiency in current employment, benefits, wellness, and compensation related laws to include ACA, COBRA, EEO, EPEWA, ERISA, HIPAA, FLSA, FMLA, & GINA.
    * Proficiency in group health insurance practices and self and fully insured administration methods.
    * Proficiency in compensation concepts, systems, practices, and methodologies.
    * Advanced skills in Microsoft Office Suite, particularly Excel.
    * Ability to manage time and workload effectively which includes planning, organizing, and prioritizing.
    * Ability to use sound judgment and maintain the strictest of confidentiality.
    * Ability to communicate effectively, orally and in writing.

Pay Range:
$123,234.00 - $174,067.50 Annual
