Freight Regulatory Specialist

This position can be located in Sacramento or Riverside County.

The Freight Technology Section in the Transportation and Toxics Division is seeking an enthusiastic and team-oriented Air Pollution Specialist (APS) to serve in a critical role implementing the recently amended Commercial Harbor Craft (CHC) Regulation and developing new control measures to further reduce emissions from freight sources.

The APS will be part of the team of scientists and engineers working with stakeholders to implement the amended CHC Regulation, which went into effect January 1, 2023. This critical work includes outreach to stakeholders including regulated vessel owners and operators, equipment manufacturers, vessel designers and builders, community groups, and facility operators to assist with compliance and respond to inquiries. The APS will be responsible for processing annual reports from regulated entities and will have other duties including processing compliance extension requests, preparing materials for industry work group meetings and biennial updates to the Board, and coordinating with CARB Enforcement and incentive programs on CHC Regulation matters.

The APS will also assist as needed with the development and implementation of other regulations within the branch and division potentially including regulations for ocean-going vessels and may develop technical and policy documents and manage contracts in support of regulation development and implementation.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

• Requires being stationary, consistent with office work, for extended periods.

• Standard office environment (artificial lighting, controlled temperature, etc.)

• Daily use of a personal computer, office equipment, and/or telephone.

Travel may be required for site visits, meetings with community groups, other regulatory agencies, stakeholders, and conferences.
