Do you have a passion about learning contract management, risk management, or the project management process?  TxDOT's Maintenance Division is seeking a contract specialist to assist in various aspects of contract preparation: advertising contracts, reviewing contract estimates and provisions for accuracy, and working with statewide partners to improve contract administration.  In this role, the ideal candidate will be familiar with schedule, scope, and cost management efforts and provide guidance and training to other employees.  Job benefits include the opportunity to telework up to 3 days/week, an on site gym which may be used during lunch hours, and opportunities to travel statewide to meet with partners and attend seminars/conferences related to contract management and maintenance.

Essential Duties:

Contract Specialist II:

  • Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions for both statewide lettings and district local lettings.
  • Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence.
  • Reviews and assists in approval and execution of state use program and emergency contracts.
  • Performs other job responsibilities as assigned.

Contract Specialist III:
All of the above and

  • Assists with presentations at local, state and federal levels.
  • Reviews coordinates and processes routine open records requests.
  • Reviews, interprets and clarifies statutes, regulations, standard policies and procedures to ensure compliance with Department and governmental regulations.

Contract Specialist IV:
All of the above and

  • Serves on project, partnering or continuous improvement teams.
  • Assists in implementation of new policies, softwares, and contract management processes and proposes solutions.
  • Develops, writes, revises and/or prepares complex contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
  • Assists in training employees statewide in technical areas related to development and administration of maintenance contracts.
     

Minimum Qualifications:

Education: Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience:

Contract Specialist II - 2 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.
Contract Specialist III - 3 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.
Contract Specialist IV - 4 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.
 

Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.


Preferred Qualifications:

  • Experience with highway construction and maintenance operations preferred
