Position Summary

The Employee Safety and Benefits Partner- Associate is responsible for coordination, advice, and consultation for employee safety issues, Occupational Safety and Health Administration (OSHA) compliance, employee drug and alcohol prevention, and reasonable suspicion testing procedures, workers' compensation, long term disability, employee exiting/onboarding, and employee death coordination. This position provides specialized duties and guidance and consultation on any, some, or all of the following: employee safety and accident prevention, OSHA compliance, drug and alcohol abuse prevention, interpretation and application of laws, rules, policies and procedures, program and policy development, or other functions relating to human resource management.

The Employee Safety and Benefits Partner- Associate serves as a professional level consultant planning and carrying out work independently with mentor support. The position is responsible for prioritizing and coordinating issues within designated area of responsibility and requires the application of knowledge and expertise to make decisions on complicated issues in partnership with other HR colleagues often requiring proactive intervention. The position is also responsible for resolving complex, sensitive, and confidential benefit/health and safety compliance issues in consultation with the Director of Employee and Labor Relations (DELR) and Vice President of Human Resources (VP of HR).

The Employee Safety and Benefits Partner Associate position falls within a three-part career series-Associate, Partner and Senior Partner- specially designed to establish growth and learning opportunities to expand career with professional certification support built in. The Employee Safety and Benefits Partner Associate will be mentored by the DELR and VP of HR to help employees get to the next career level. The Employee Safety and Benefits Partner Associate, Partner level, and Sr. Partner level are a natural progression reflecting ever greater levels of knowledge of safety compliance, benefit service support, workers compensation administration and other rules and procedures related to HR administration. The higher levels will reflect ever increasing responsibilities and independence in executing responsibilities without consulting with a supervisor. The most advanced level will demonstrate an advanced understanding of laws and regulations in their areas of responsibilities and may handle projects and train others.

Pay, Benefits & Work Schedule

Position Salary Range: $67,669/year - $94,737/year

The salary information shown above is a general guideline only. The salary will be determined based on candidate's qualifications and related experience, as well as market and business considerations. Typically, new hires start no higher than $74,436/year based on Bellevue College Exempt salary schedule.

Essential Functions

Employee Safety and OSHA Compliance

• Co-Lead/facilitate the Bellevue College Safety Committee ensuring regular monthly meetings to discuss safety issues and interventions.
• Develop and implement procedures for monitoring safety incidents, hazards, and other risks to employees across the College and facilitating the development of interventions to prevent injuries.
• Collaborate with other leaders and employees across the College to address safety concerns.
• Guide the Safety Committee in OSHA compliance strategies.
• Provide information, interpretation, advice and counsel to management and employees regarding OSHA rules and regulations.
• Consult with the Director of Employee and Labor Relations on complex safety and compliance issues and issues addressed in collective bargaining agreements

Benefit Services Support

• Employee Exiting/Off-Boarding - Provide development, coordination and support of the BC Exiting /Off Boarding Program; review HRIS data to verify separation; prepare and send letters; analyze survey results; respond to inquiries.
• Employee Death Coordination - Provide development, coordination and support of employee death procedures and processes at Bellevue College. Work with department, administration, and employee's family to ensure appropriate processes are followed. Monitor obituaries for potential deaths of employees, family members or retirees.
• Provide backup to the Leave and Benefits Administration Specialist.
• Assist in the annual open enrollment for employees by assisting in the drafting of communications regarding the process, and scheduling and presenting informational meetings for employees regarding insurance changes in order that employees have the latest information with which to make decisions regarding their benefit packages. Monitor online enrollment to ensure that employees have complied with mandatory open enrollment and follow up with employees, if necessary.
• Track COVID vaccination records as needed.

Workers' Compensation

• Coordinate the workers' compensation program.
• Monitor all related reports, including the BC Incident Report and Labor and Industries (L&I) claim forms for BC employees and volunteers.
• Monitor the processing of all L&I claims and coordinate process with employee and applicable College departments. Monitor workers' compensation payments and track and report loss of earnings to L&I.
• Coordinate with employee and department regarding return-to-work procedures.
• Conduct disability claims management and coordinate various disability and leave programs.
• Provide guidance to other HR staff regarding Labor and Industries (L&I) claims.
• Develop and maintain databases, appropriate files, letters, statistical data, and other documents.
• Coordinate and collaborate with other College departments as necessary to assist with facilitation of Labor and Industries (L&I) claims.
• In consultation with the DELR and supervisors, design light duty assignments as needed.
• Serve as a subject matter expert when providing employees with Labor and Industries (L&I) claim information, including disability retirement and/or separation.

Drug and Alcohol Abuse Prevention and Reasonable Suspicion Testing Program

• In collaboration with the DELR, develop and coordinate reasonable suspicion and post-accident testing procedures for alcohol or controlled substances for any employees performing safety sensitive functions in accordance with Collective Bargaining Agreements.
• Identify and serve as the primary contact with testing facilities/personnel.
• Facilitate reasonable suspicion testing in collaboration with supervisors as needed and in compliance with collective bargaining agreements.
• Maintain records of incidents and testing involving suspicion of alcohol or controlled substance use that may be adversely affecting an employee's job performance or danger to physical safety of the employee or other employees.
• Collaborate with HR Business Partners and DELR on any follow actions with employees resulting from reasonable suspicion testing.
• In collaboration with the Talent Development Manager and DELR, serve as the subject matter expert and assist with the development of training for supervisors on the signs/symptoms of being affected by controlled substances/alcohol and reasonable suspicion procedures.
• Assist with the development of communications and other actions to remain in compliance with the Clery Act

Special Projects

• Organize and support special programs and projects. Monitor programs/projects as they relate to departmental goals.
• Collaborate on various project problem solving; research issues and special problems, and recommend solutions.
• Researches information, compiles statistics, gathers, and computes and analyzes various data; prepares special reports, summaries or replies to inquiries.
• Research, recommend, and help to implement new practices based on current trends and research.
• Research and prepare background information for presentations, articles and publications.
• Obtains and provides specific information, researches various issues, special problems, recommends solutions, coordinates and assists with policy matters.
• Assists with the development and facilitation of formal training in areas of expertise.
• Maintain knowledge on current developments and practices in human resources.

Other

• Perform other duties as assigned.

Minimum Qualifications

• Associate's degree in Human Resource Management, Business Administration, Public Administration, Behavioral Science or closely related field. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis.
• Minimum two (2) years of progressively responsible professional-level human resource experience.
• Demonstrated experience in health and safety, worker's compensation, and/or benefits administration.
• Demonstrated effective interpersonal, written and oral communication skills.
• Demonstrated experience interpreting and applying laws, rules, policies and procedures.
• Demonstrated proficiency in the use of computers and software applications.
• Demonstrated success in fostering internal and external community relationships.
• Demonstrated commitment to pluralism with the ability to advocate for it on campus and work as a team member on a campus committed to inclusion.
• Flexibility of schedule and willingness to work select evenings and/or weekends.

Preferred Qualifications

• Bachelor's degree in Human Resource Management, Business Administration, Public Administration, Behavioral Science or closely related field.
• Demonstrated ability to successfully prepare and present policy interpretations and investigation findings and conclusions.
• Experience in interpreting or applying collective bargaining agreements.
• Professional certification from a recognized human resource/personnel association.
• Human Resource experience in a higher education setting.
