Position Description
DEFINITION
Incumbents apply the data analytics cycle to collect, explore, process, analyze, model, report, and communicate data in support of the Department’s goals.
 
DISTINGUISHING CHARACTERISTICS
This is the journey level class within the Data Analyst series. Incumbents work with relative professional independence on assignments based on prior formal training, acclimation to the LVMPD operational environment received during probation, as well as clear precedents and operational criteria of the Department. Occasional guidance obtained from the direct supervisor, advanced journey workers, and/or lead workers is related to project details, special methods, or other technical matters not covered in, or readily discerned from, the operational manual or prior training.

Salary Information:
The salary for this position is negotiated through a collective bargaining agreement. All new employees will be hired at the minimum salary in the range and will be eligible for merit increases until reaching the maximum salary in the range.

Minimum Qualifications/Position-Specific Conditions

Training, Education and Experience
  • Possession of a bachelor’s degree from an accredited college or university in computer science, computer programming, data analytics, information management, information technologies, mathematics, statistics, or a closely related field; or
  • An equivalent combination of education and experience in computer programming, business/data/statistical analysis  
  • Be a citizen/naturalized citizen or permanent resident alien without conditions on status of the United States of America by the date of the first test instrument.
  • Be at least 18 years old by the date of the first test instrument.
Best Candidates Will Have
  • Four-year Bachelor’s degree in the field of Data Analytics, Data Science, Business Intelligence, Statistical Analysis, or a degree in an applicable field relating to data analysis and two years’ work experience in the last 5 years.
  • One or more Technical Certifications from a reputable school or course related to Data Analysis, Big Data, Business Intelligence, Data Visualization, or Databases.
  • Work Experience with Microsoft’s Power BI or other data visualization tools.
  • Work Experience with Microsoft SQL Server and Azure SQL Databases.
  • Work Experience with using Python, Scala, R, SQL or other programing languages .
  • Work Experience with Pandas data frames for data cleaning and modification.
  • Work Experience with large scale data analytics engines such as Apache Spark.
  • Work Experience producing professional information products for stakeholders.
Conditions of Employment
In addition to the General Conditions of Employment, found here, the following specific conditions of employment and physical conditions apply to this position.
  1. Personal Appearance: While on duty, and/or representing the Department, uniformed or otherwise, all Department employees will be neat and clean in their appearance in public. Employees are prohibited from attaching, affixing, or displaying objects, articles or jewelry on or through the nose, tongue, eyebrow or other exposed body part, except the ears for females, while on duty. Employees are prohibited from stretching or "gauging" their earlobes. All jewelry implants will not be exposed or visible while on duty. Tattoos or branding will not be exposed or visible while on duty and/or representing the Department. Such markings must be covered by clothing, and may not be covered by make-up or bandages. Tattoos or branding anywhere on the body that promote racism/discrimination, indecency, extremist or supremacist philosophies, lawlessness, violence, or contain sexually explicit material are prohibited.
  2. Expected to pass a bureau proficiency test upon completion of 24 months of service to obtain Conditional Progression to Data Analyst II.
  3. Subject to call-out on a 24-hour basis, which requires the employee to live within the jurisdiction of LVMPD (i.e. a 25-mile radius starting at Sahara and Valley View Blvd.)
  4. Required to maintain a valid, appropriate Nevada driver license.
  5. Vision sufficient to read the computer screen, as well as fine prints in documents.
  6. Hearing sufficient to hear conversations and directions in person and over the telephone.
  7. Dexterity and mobility sufficient to work in the office, use standard office equipment, drive a motor vehicle to visit various Department offices, and, if assigned, conduct travels both within and outside the state.
  8. Strength sufficient to lift and carry light items, such as stacks of files.
  9. Endurance sufficient to stand or sit for long periods of time, as necessary.

Application Screening (Pass/Fail)
Applications will be reviewed to determine those candidates who meet the minimum qualifications and are in the top group to continue in the testing process. Those who most closely match the criteria set out in the "Best Candidates Will Have" section will be in the top group. These qualified candidates will be invited to participate in the remainder of the testing process set forth below. Exam Dates*
Exam #1: Online Interview (Weighted 65%)  Beginning Tuesday, February 14, 2023
Exam #2: Practical Exam (Weighted 35%) – Monday, March 6, 2023 (in person) and pre-screening background appointment.    

*The LVMPD reserves the right to modify the selection processes and test instruments in accordance with accepted legal, ethical, and professional standards.

**Due to security reasons, personal belongings permitted in the testing facility will be limited. Items such as large backpacks, briefcases, duffle bags or similar items may not be allowed. Those items permitted will be left to the discretion of the LVMPD employees administering the examination and may be subject to a search.

Additional Selection Processes
If you successfully complete the above selection process, you will undergo a thorough background investigation, including a polygraph exam. A polygraph examination can be stressful and may affect existing medical or psychological conditions or ongoing treatment. Candidates are encouraged to consult with their personal physicians to discuss whether the polygraph will affect a condition or treatment and then follow the guidance of their medical professional.
 
The background investigation takes approximately 90 to 120 days to complete.
