Accounting and Receivables Support Manager

The Office of Fiscal Services is seeking to hire a manager in the Bureau of Collection Services Center located in Springfield, Illinois. The incumbent will plan, organize, and direct through subordinate staff the Accounting and Receivables Support functions. This position manages and directs the completion of Agency financial reports via the Consolidated Accounting and Reporting System (CARS), Enterprise Solution Planning Program (ERP), the Accounts Receivable System (ARS) and/or the Integrated Eligibility System (IES), including the quarterly reports to be submitted to the State Comptroller; supervises subordinate staff in the management and processing of referrals for Non-IV-D accounts in order to resolve questioned collection activities through Microsoft Office Suite or similar word processing/spreadsheet/database software; and develops, maintains, and directs the implementation and preparation of monthly and special activity reports extracted from various accounts receivable systems and/or ad hoc reporting systems for the Bureau of Collection for management review.
 
Job Responsibilities
  1. Serves as the Accounting and Receivables Support Manager.
  2. Serves as full-line supervisor.
  3. Manages and directs the completion of Agency financial reports via the Consolidated Accounting and Reporting System (CARS), Enterprise Solution Planning Program (ERP), the Accounts Receivable System (ARS) and/or the Integrated Eligibility System (IES), including the quarterly reports to be submitted to the State Comptroller.
  4. Supervises subordinate staff in the management and processing of referrals for Non-IV-D accounts in order to resolve questioned collection activities through Microsoft Office Suite or similar word processing/spreadsheet/database software. 
  5. Develops, maintains, and directs the implementation and preparation of monthly and special activity reports extracted from various accounts receivable systems and/or ad hoc reporting systems for the Bureau of Collection for management review.
  6. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above. 
Minimum Qualifications
  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  2. Requires prior experience equivalent to three (3) years of progressiv­­ely responsible administrative experience in a public or business organization.
