Land Cleanup Unit Supervisor

Keeping Washington Clean and Evergreen

The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Land Cleanup Unit Supervisor (WMS Band 1) position. This position is located in our Headquarters Office in Lacey, WA. Upon hire, you must live within a commutable distance from the duty station.

As the Land Cleanup Unit Supervisor, you will report to the Toxics Cleanup Program (TCP) Headquarters (HQ) Cleanup Section Manager, as the supervisor for 14 professional staff in one of two units, and will be a member of our section’s leadership team. You will have a wide range of opportunities by leading staff who are responsible for implementing the Puget Sound Initiative (PSI) in the North Puget Sound and ensuring that the majority of federal facility and controversial Environmental Protection Agency (EPA) lead Superfund sites in the state are properly remediated, comply with state and federal environmental statutes, and are undertaken in a timely, cost-effective, and efficient manner. In this role, you will work with ports, cities, private property owners/operators, and with the Department of Defense (DoD) and EPA on issues of national significance and statewide importance. Additionally, you will be responsible for HQ functions of the TCP's Underground Storage Tank (UST) program, including information management, compliance inspections, and permitting.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is expected to work in the office at least one day every week. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. Duties



What makes this role unique?
As Land Cleanup Unit Supervisor, you will have the unique opportunity to lead a team of professionals as they work to remediate currently known contaminated sites, issue agreed orders and consent decrees, recommend No Further Action Determinations (NFAs), conduct periodic reviews and delist previously remediated sites, and conduct underground storage tank (UST) compliance inspections on federal facilities. In this position, you will work with ports, counties, cities, private property owners/operators, industry, Tribes, the Department of Defense (DoD), and the Environmental Protection Agency (EPA) on issues of national significance and region-wide importance.

What you will do: 

  • Provide team leadership, coaching, mentoring and training to staff on technical, policy and regulatory issues. 
  • Negotiate Agreed Orders, Consent Decrees, and Inter-Agency Agreements to implement site cleanups. 
  • Provide support to and direct staff in managing Voluntary Cleanup Program (VCP) cleanup sites, performing cleanup report review, and providing technical assistance and guidance for VCP sites. 
  • Provide technical assistance and formal oversight to consultants, industry, government authorities, the public and other agency staff. 
  • Serve as the Ecology Representative with governmental agencies and other involved parties. 
  • Manage and oversee contracts and contractors to implement cleanup work and environmental investigations. 
  • Coordinate cross-program initiatives. 
  • Assist in the annual and long-term section, program, and agency planning processes. 


Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify. 

Nine (9) years of combined experience and education: 

Experience: Professional-level experience in an environmental or environmental management field. 

This position requires:
  • Experience conducting investigations and remedial actions at contaminated sites. 
  • Knowledge of supervisory and management principles; relevant state and federal environmental laws; federal, state, and local government decision making processes and the political environment they encompass; risk management; communication strategies and procedures; and negotiation strategies.

Education: Involving a major study in geology, hydrogeology, or related physical science, environmental or natural science, engineering, or closely related field.

Special Requirements/Conditions of Employment: 
  • Must possess and maintain a valid driver’s license.
  • Obtain Initial 40-hour hazardous materials training followed by annual 8-hour refresher training within 6 months of hire.

  • Project Management: Lead, plan, implement and manage cleanup projects. Develop project work scope, schedule, budget and priorities. Utilize and coordinate project support functions. Evaluate progress, prepare, and present project reports.
  • Direct and supervise project teams and team members engaged in environmental activities. Schedule workloads and assign tasks. Evaluate team member performance.
  • Working knowledge of the Model Toxics Control Act Cleanup Regulation, Chapter 173-340 WAC, and the Sediment Management Standards, Chapter 173-204 WAC; familiarity with site assessment and cleanup techniques, aquatic toxicology, marine ecology, sediment chemistry and biology, related testing protocols, remediation technologies and regulatory programs.
  • Strong negotiation and facilitation skills.
