The Toxics Cleanup Program (TCP) within the Department of Ecology is looking to fill a Voluntary Cleanup Program Unit Supervisor (WMS Band 1) position. This position is located in our Southwest Region Office (SWRO) in Lacey, WA.

This position currently is the first line supervisor for 9 professional staff (positions) in one of three units in the Southwest Region Office within the Toxics Cleanup Program. In this role, you will be responsible for managing, administering, and directing activities related to the investigation and cleanup of contaminated sites. You will provide technical support and oversight to technical staff. You will also act as a site manager providing regulatory oversight to ensure that cleanup actions comply with the mission of the Department, Program, the MTCA, and other applicable environmental laws, regulations, and policies. This position is critical to the Section’s effort in meeting our Office of Financial Management and other performance goals.

Program Mission: The Toxics Cleanup Program (TCP) supports the Agency’s mission through pursuit of Goals 1 and 2. The Southwest Regional Office (SWRO) of the TCP prevents pollution by carrying out the mandate of the State’s Underground Storage Tank Program and cleans up pollution through implementation of the Model Toxics Control Act (MTCA) and the State’s Sediment Management Standards (SMS).

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is expected to work in the office 60% of the work time per week. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing.

Duties

What you will do:  
 
  • Provide support to and direct staff in managing Voluntary Cleanup Program (VCP) and formal cleanup sites, performing cleanup report review, and providing technical assistance for VCP and formal MTCA sites. 
  • Implement and ensure Program and Section management decisions.
  • Supervise and coordinate the Toxics Cleanup Program (TCP) Southwest Region Office (SWRO) Voluntary Cleanup Program to ensure consistent reviews and timely responses for VCP investigation and cleanup reviews. Ensure a high level of client service consistent with agency policies and regulations.
  • Supervise the TCP-SWRO Site Hazard Assessment Grant Coordinator and Initial Investigator.
  • Supervise, provide support to and direct Leaking Underground Storage Tank (LUST) staff and ensure implementation of the section and program LUST Strategic Plan.
  • Lead and assist with hiring and training staff.
  • Manage the investigation and cleanup of contaminated sites for compliance with the Model Toxics Control Act, and other relevant laws and regulations.
  • Negotiate, issue, and enforce Department Enforcement Orders and Inter-Agency Agreements.
  • Negotiate Agreed Orders and Consent Decrees with owners or operators of properties to implement site cleanups.
  • Provide technical assistance to consultants, industry, government authorities, the public and other agency staff.
  • Serve as the Ecology Representative with governmental agencies and other involved parties.
  • Manage, oversee Remedial Action Grants with local governments.
  • Manage and oversee contracts and contractors to implement cleanup work or site or environmental investigations.


Qualifications

Required Qualifications:
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify. 

Nine (9) years of combined experience and education: 

Experience: working in an environmental or environmental management field.

Experience must include the following:
  • Experience conducting investigations and remedial actions at contaminated sites. 
  • Knowledge of supervisory and management principals; relevant state and federal environmental laws; federal, state, and local government decision making processes and the political environment they encompass; risk management; communication strategies and procedures; and negotiation strategies.

Education: Involving a major study in in geology, hydrogeology, or related physical science, environmental or natural science, engineering, or closely related.

Special Requirements/Conditions of Employment:  
  • Must possess and maintain a valid driver’s license.

 
Desired Qualifications:

  • Licensed Geologist, Hydrogeologist, or Engineer in the State of Washington.
  • Experience in Project Management: Leading, planning, implementing and managing cleanup projects. D
  • Experience directing and supervising project teams and team members engaged in environmental activities. Scheduling workloads and assigning tasks. Evaluating team member performance.
  • Initial 40-hour hazardous materials training followed by annual 8-hour refresher training. Within 6 months of hire.
