Manager, Environmental & Business Assistance Section - Job ID 55583

Job Summary
This position exists in the Resource Management Assistance Division to manage the Environmental & Business Assistance Section, which includes a number of functions and activities including environmental review (as authorized by the Minnesota Environmental Policy Act), administrative rulemaking (as authorized by the Minnesota Administrative Procedures Act, Clean Water Act Section 401 water quality certifications, small business environmental assistance program, GreenCorps administration, and special initiatives such as the Get The Lead Out program under the U.S. Fish & Wildlife Service Deepwater Horizon cooperative agreement. The position oversees project management, timelines, process, technical issues, communication, and work with diverse stakeholders.

Minimum Qualifications
Candidates must demonstrate the following qualifications:
A) Two years of experience supervising environmental activities in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental Clean-up, Environmental Review, Environmental Rulemaking, or Environmental Business or Community Technical and Financial assistance. Experience should include supervising staff; exercising fiscal control and/or preparing budgets; developing and implementing policies, procedures, criteria, and/or guidelines. Experience should be at the level of State classes Pollution Control Specialist Principal, Engineer Principal (supervisory) or equivalent;

OR

B) Four years of advanced professional experience in an environmental program in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental Clean-up, Environmental Review, Environmental Rulemaking or Environmental Business Technical and Financial Assistance.
Experience should be at the level of Environmental Specialist 3/4, Hydrologist 2/3, Planner Principal State (Environmental), Engineer Senior, Engineering Specialist Senior, or equivalent.

Experience must include demonstrated skill in the following areas: 1) plan/implement strategies; 2) interpret policy and regulations; 3) motivate and lead employees effectively; 4) work as a team member and leadership role in internal/external teams or work groups;

OR

C) A combination of the above experience (A and B) determined to be equivalent.

Preferred Qualifications
Demonstrated understanding of strategic planning processes.
Experience achieving environmental results in both regulatory and non-regulatory situations under challenging circumstances.
Experience working with and fostering diversity in the workplace.
Experience with supervising or managing environmental remediation programs.
Knowledge and ability to manage funds within the state’s financial systems, including the budget process and operations.
Knowledge of continuous improvement processes and tools.
Ability to:
Manage supervisors and staff effectively by setting a good example, providing frequent and regular communication on work priorities, responsibilities, and performance feedback.
Communicate effectively to all audiences, and to interpret complex policies and regulations and effectively communicate agency positions to project proposers, other governmental entities, and the public.
Collaborate effectively to establish and maintain effective working relationships between many levels within the and outside the agency, and in that context, plan/implement/and coordinate regulatory projects across organizational units.
Resolve controversial, sensitive, complex issues.
Skilled in:
Integrating and coordinating activities and/or teams.

Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
