Public Works Director

Performs a variety of managerial, administrative, and supervisory tasks related to planning, organizing, directing, and coordinating the construction and maintenance of county roads, bridges, culverts, storm water systems and flood channels. Manages the Engineering Division, Transportation Planning Division, Storm Water Division, County Roads Division, Fleet Maintenance, countywide Solid Waste Division, Noxious Weed Control Division, and communication sites inclusive of television translators and access to the sites. Assures compliance with various federal and state agency regulations (i.e., OSHA, MSHA, FEMA, FCC, and BLM) related to environmental, land management, and landfill operations. Assists with infrastructure project management, inclusive of facility construction, as requested. Works under the general supervision of the County Manager. Provides general supervision to Deputy Public Works Director-Roads, Deputy Director-Transportation, County Engineer, Storm Water Manager, Weed Supervisor, Solid Waste Superintendent, Area Road Supervisors, Fleet Mechanics, and office staff. Delegates responsibility to subordinate supervisors and lead workers when necessary. We are a drug free workplace conducting pre-employment drug testing. SALARY RANGE : $124,411.48 - $174,378.71/annually
Minimum Qualifications:
  • Graduation from an accredited college with a bachelor’s degree in in Civil Engineering, Construction Management, or Public Administration plus two (2) years of specialized training related to basic civil engineering, public works construction management, or related field; AND
  • Ten (10) years of general road and bridge construction experience, two (2) years of which must have been in a senior supervisory position. OR
  • An equivalent combination of education and experience.

ESSENTIAL FUNCTIONS
  • Work collaboratively with county departments, outside agencies, the public and other stakeholders to further the County Council Strategic Objectives and Goals. Assist in the coordination of project/process management of key initiatives and development projects as they may relate to the department.
  • Serves as liaison to the public and various local and state agencies as needed to establish and maintain effective public relations and develop cooperative solutions to common problems and goals; develops action plans for communication, advocacy and defense of administrative policy.
  • Coordinates departmental projects with U.S. Forest Services, Bureau of Land Management, State Highway Department, Army Corp. of Engineers, Special Service Districts, school districts, cities, townships, mine developments and other agencies as is necessary to expedite completion of the same.
  • Recruits, hires, disciplines, and dismisses department employees; assigns personnel and equipment to maintain scheduled operations; oversees the training of personnel in the operation of equipment; establishes priorities for equipment repair and purchase.
  • Oversees quality assurance through field inspections on various contracted projects; apprises contractors and staff of performance standards as necessary; discusses procedural options as needed to solve problems; coordinates problem follow-up inspections to assure compliance.
  • Oversees property acquisitions; secures right-of-ways and supervises the design, engineering and construction of roads, bridges, drainage systems and road sign installation; analyzes projects and determines quantity and quality of materials necessary and orders the same if not readily available; oversees departmental materials and equipment inventory control functions; establishes bid specifications for competitive pricing and buying.
  • Determines project priorities, establishes work schedules and deadlines; oversees record keeping of all work performed. Oversees hours worked by individual employees, time records for departmental payroll, leave records, etc.
  • Coordinate departmental budget with department divisions and recommend departmental budget; administers departmental budget and directs procedures to assure compliance with established budgets; assures all equipment purchases, requisitions, supplies and materials conform to departmental needs, goals and County Purchasing Policy; monitors departmental auditing process.
  • Works with finance and administration in the development and management of the County’s capital plan and other needed infrastructure plans. Also works with the Council of Government partners and County Council to establish allocation priorities for the Transportation Sales Tax Fund and the Corridor Preservation allocations, including the Small Cities Grant program.
  • Coordinate departmental risk management program in cooperation with county risk manager; verify proper insurance coverage for equipment, operators, and passengers; assures proper coverage for liability, errors and omissions; directs the maintenance of departmental safety program.
  • Coordinates and manages the County wide fleet maintenance program. Recommends vehicle maintenance program consistent with County wide goals and objectives.
  • Monitors federal funding programs/opportunities; coordinate application for special grants and allocations related to departmental responsibilities with the county grant coordinator; assures receipt of entitlements such as highway tax (Class B gas tax funds, etc.) and other programs; assures compliance with terms and conditions of funding programs, contracts and grants; manages and maintains inter local contracts and agreements related to landfill, tank tests, etc.
  • Assure county sign program compliance with the Utah Manual on Uniform Traffic Control Devices (UMUTCD) and other applicable standards; supervises construction and work zone signing, i.e. Barricades, flashing lights, etc.
  • Directs overall departmental public relations activities; responds to public complaints and inquiries, investigates, determines necessary repairs and estimates completion dates.
  • Performs other related duties as required.
