This position ensures that the South Dakota Army National Guard (SDARNG) meets Department of Defense (DoD), Army, and State standards for master planning. Assists in development of the State Army National Guard (ARNG) long-range plan to structure and prioritize the number, size, content, and potential mix of ARNG installations and facilities to support current and projected force structure. Provides input for the planning and developing of long-term real property acquisition, development, and construction projects for the State. Assists the branch chief in the short, mid, and long term planning of ARNG facility resources. Coordinates with a variety of agencies, both internal and external, on issues pertinent to planning for ARNG installations and facility management. Develops, maintains and manages the input into the Long Range Construction Plan (LRCP), State Capital Plan (SCP), and the Military Construction, National Guard (MCNG) program as it pertains to the State ARNG Master Plan. Works with other planning/programming activities (i.e. State Planning Board and State Facilities Board (SFB) in identifying requirements and facility shortfalls. Confers with design/utilities personnel and firms in utility studies to determine status of utility systems and land use to ascertain their capabilities to support future development and generates project listings to support those requirements. Ensures all plans/decisions developed by other State ARNG staff elements adhere to and take into account Real Property Master Plan (RPMP) vision and focus. 
This position will work four, 10-hour days, 6:30 a.m. to 5 p.m., Tuesday through Friday. Alternate work schedules may be considered. Work schedule may vary to accommodate emergency situations. Work is completed in an office environment.
Occasional out-of-state, multi-day travel is required to support Annual Reviews and Workshops. Frequent in-state travel is required to meet with local and state municipalities. 
Licenses and Certifications:
The individual selected will undergo a National Security Check to obtain a Common Access Card, and must also possess a valid driver's license. 
The Ideal Candidate Will Have:
  • a bachelors degree in planning or closely related field preferred.
  • Directly related experience within the last five (5) years:
  • Working with DoD related Real Property Management.
  • Installation Status Reports (ISR) program.
  • BUILDER SMS.
  • Project programming, scoping, and cost estimation. 
Knowledge of:
  • principles and practices of architectural design, project planning and programming;
  • federal, state, and local government statutes, regulations, procedures, and policies relating to the acquisition, management, and disposal transactions of real property;
  • campus and site planning;
  • design, cost, schedule, and constructability of potential projects;
  • state contracting law and procedures;
  • building codes and regulatory requirements;
  • construction methods and practices;
  • Microsoft Office.
Experience and working knowledge within three (3) years of:
  • DoD Real Estate, Real Property, and facility engineering concepts;
  • Army or DoD space use standards and programs;
  • standard DoD Real Estate reports;
  • Headquarters Installations Information System (HQIIS);
  • Army Stationing and Installation Plan (ASIP);
  • Real Property Planning and Analysis System (RPLANS);
  • Installation Geospatial Information & Systems (IGI&S);
  • Enterprise Proactive Real Property Interactive Space Management System (ePRISMS);
  • BUILDERTM Sustainment Management System (SMS).
Ability to:
  • plan and manage complex projects and schedules;
  • develop site plans;
  • communicate information clearly and concisely;
  • read engineering and architectural plans and blue prints;
  • read and interpret technical specifications;
  • establish effective working relationships with State and local officials, staff, Federal agencies, and the public;
  • work independently and prioritize work to meet scheduled timelines;
  • effectively align work with management goals and objectives;
  • establish goals and expectations for team members.
