Forestry Technician (Timber Sale Adminstration)

The Chequamegon-Nicolet National Forest is seeking applicants to fill 2 positions as GS-0462-11/12, Forestry Technicians (Timber Sale Administration) with a duty station of Rhinelander, WI.

The successful applicants will serve as the Timber Sale Contracting Officers for all timber sales and integrated resource timber contracts on the Forest.

Duties listed are at the full performance level GS-12:
  • Provide expertise and leadership in timber sale contract administration, disputes, contract modifications, interpretations, and claims and provides direction and training for other members of the sale administration team.
  • Review information on disputes, appeals, and litigation involving timber sale and integrated resource timber contracts
  • Identify potential Forest problems and recommends or implements modifications and changes to avoid or mitigate future disputes, appeals, and claims.
  • As the Contracting Officer and the Forest expert on timber sale and integrated resource timber contracts and related contract matters develops contract provisions to meet unique Forest needs and management direction.
  • Delegate authority for Forest Service Representatives (FSRs) and Sale Administrators on all timber sale and integrated resource timber contracts on the Forest.
  • Review all proposed timber sale and integrated resource timber contracts and appraisals to ensure that contracts are legal and reflect the intent of the specific Environmental Assessment and assess adherence to Forest Service appraisal principles.
  • Conduct field audits of operating timber sale and integrated resource timber contracts to ensure purchasers are fulfilling contract requirements and that Timber Sale Administrators are administrating contracts fairly and uniformly.
  • Responsible for bid procedures on all timber sale and integrated resource timber contracts.
  • Award and execute all timber sale and integrated resource timber contracts after confirming apparent high bidder has complied with all requirements including bonds, financial status, Equal Employment Opportunity (EEO) compliance, etc.
  • Performs supervisory duties less than 20% of the time.
