Subcontract Technical Representative

The Naval Nuclear Laboratory is seeking a Subcontract Technical Representative (STR) to join the Facilities Construction Department and serves on project teams as the project representative for large and complex construction projects. The STR acts as the primary technical interface with subcontractors. STR’s are responsible for the execution and coordination of subcontract activities required to successfully complete assigned projects on schedule and within budget. 

Some essential duties include the following:

Provide STR support of Construction subcontractors for small or medium-sized construction projects, provide technical / programmatic guidance on multiple and construction management tasks, make decisions regarding methods and provides technical assistance for field changes,
coordinate the review and interpretation of drawings and specifications to determine if information is adequate for successful completion of construction, oversee multiple and non-routine construction work for compliance with the requirements, perform and / or coordinate the constructability reviews of small or medium-sized construction projects during preparation and execution, provide technical support and guidance in all phases of construction subcontract formation, project execution, testing / inspection, and project closeout, responsible for maintenance of records of installed quantities and completed construction work,
prepare progress reports and keeps supervisors and Project Management informed of project execution status, works with Procurement in the preparation of bid request packages,
evaluates bids received for acceptable schedules and technical requirements, and actively participates in the conduct of pre-proposal, pre-construction, and progress review meetings for subcontracted work, responsible for coordinating mobilization of contractor personnel, including badging, provides coordination to ensure all required permits, lockouts, Escorts, and work authorizations are obtained prior to commencing work on site, responsible for verification of work in progress to ensure requirements of safety, security, technical drawings and specifications, quality, cost, waste management, industrial hygiene, radiological controls, schedule, etc. are met, maintains direct relationship with the Procurement Contract Administrator, the responsible Project Manager and the Construction Manager for the execution of subcontracts.

REQUIRED SKILLS *

Intermediate:

Bachelor’s degree from an accredited college or university and a minimum of two years relevant experience; construction management, engineering, or safety experience required; or
Master’s degree in a related field from an accredited college or university and a minimum of one year construction management, engineering, or safety experience required

Advanced:

Bachelor’s degree from an accredited college or university and a minimum of four years relevant experience; construction management, engineering, or safety experience required; or
Master’s degree in a related field from an accredited college or university and a minimum of two years relevant experience; construction management, engineering, or safety experience required

PREFERRED SKILLS

  • Previous work with construction subcontractors for small - large size construction projects

  • Ability to read specifications and drawings

  • Field construction experience

  • Construction management software Experience

  • Procurement/Contract administration experience
