The Bureau of Reclamation is looking to hire Grants Management Specialists in our Financial Assistance & Property Management Division. You can make a difference in the West by contributing professionally to meeting increasing water demands while protecting the environment.
 
Job Duties
 
·      Perform administration including Pre-Award, Award, Post-Award, and close-out functions in support of various financial assistance programs involving both discretionary and mandatory funding with various legal authorities, statutory requirements and various recipients including non-profits, educational, local and state governments, and tribal entities.
·      Post funding opportunities, review applications, notify applicants about application status, debrief applicants whose proposals weren't selected for award, and prepares award documentation.
·      Monitor and administer financial assistance agreements to completion. Maintain continuing surveillance and oversight of financial assistance agreements by review of financial reports, expenditure reports, correspondence, technical reports, and consultations with internal and external entities.
·      Perform detailed budget analysis on both competitive and non-competitive agreements. Review budget for proposed projects to determine necessity, reasonableness, and appropriateness of the proposed costs. Review financial data and develop reports to support the integrity and compliance of financial reporting requirements.
·      Providing training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and subrecipients, as needed
 

The Bureau of Reclamation produces dams and hydroelectricity for western states. We are the largest wholesaler of water in the country, bringing water to more than 31 million people and providing one out of five Western farmers with irrigation water. Reclamation is also the second largest producer of hydroelectric power in the United States. With 53 powerplants we annually provide electricity to 3.5 million homes. Reclamation is a bureau under the Department of Interior, and we are committed to the conservation of US land and the protection of natural resources in the interest of the American public. 

The Financial Assistance and Property Management Division (FAPMD) is an essential line of support for these projects. FAPMD issues financial assistance through grants and cooperative agreement awards for all activities that meet the Reclamation mission and Department of the Interior’s top priorities. This division is also responsible for Reclamation’s development and implementation of property management policy and guidelines.

Qualifications
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify for the GS-11 level, an applicant must have the following:

A Bachelor degree with 3-4 years of relevant experience
OR
A Master degree with 1-2 years of relevant experience
OR
A PH.D. (Doctor of Philosophy), or equivalent doctoral degree
OR
A qualifying amount of a combination of work experience and education

PERFORMANCE APPRAISAL: You must submit 1) a copy of your most recent performance appraisal/evaluation, and 2) a list of any awards (e.g. superior performance awards, special act/achievement awards, quality step increase, etc.) you received in the last 5 years. Any performance appraisal/evaluation and award documentation you provide will be forwarded to the selecting official. The selecting official will review this documentation and give it due weight consideration during the overall selection process. FEDERAL EMPLOYEES: Competitive Service current and/or former federal employees eligible for Promotion, Reassignment, Transfer, Reinstatement, etc. You must submit a copy of their SF-50, verifying highest rate of pay and documenting career or career-conditional status in the competitive service (Tenure 1 or 2) for which the applicant is claiming eligibility. CAREER TRANSITION PROGRAMS: Permanent Federal employees who are surplus, displaced, or involuntarily separated.
