Position Overview
The Division of Developmental Disabilities is seeking to hire a Residential Unit Administrator for the Kiley Developmental Center located in Waukegan, Illinois. An ideal candidate that will support the values and vision of the agency and have a passion and ability to advocate and enable growth in our individuals. The Residential Unit Administrator will administer the operations of a residential program for individuals with developmental disabilities and monitor individual habilitation/treatment services being provided by community agencies, schools and workshops. The Kiley Developmental Center serves adults with developmental disabilities who have severe medical and/or behavioral needs.

Job Responsibilities 
1. Serves as Residential Unit Administrator for the Kiley Developmental Center.
2. Directs professional staff and non-professional unit staff in formulating and implementing programs and habilitation/treatment plans for individuals served.
3. Serves as full-line supervisor.
4. Coordinates programs with other units.
5. Develops and implements unit training programs.
6. Verifies unit program policies, procedures and treatment plans comply with Department rules and regulations, Center policy and procedures, Department of Human Services (DHS), Public Health as well as other relevant standards and regulations.
7. Attends Executive Committee meetings to determine unit and Center policy and procedures.
8. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications
1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in a social or human services field.
2. Requires four (4)years of progressively responsible administrative experience in a health or human services organization.

Preferred Qualifications (In priority order) 
1. Three (3) years of professional experience working with residential treatment programs, services, policies and procedures.
2. Three (3) years of professional and/or managerial experience in a residential treatment facility.
3. Three (3) years of professional experience in developing strategic plans, long and short-term goals for a residential treatment program.
4. Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off.
5. Two (2) years of professional experience developing and monitoring plans of corrective action.
6. Two (2) years of professional experience in the formulation and implementation of treatment programs and habilitation plans.
7. Proficiency in the use of computer systems.

Conditions of Employment
1. Requires ability to pass the IDHS background check.
2. Requires ability to pass a drug screen. On January 1, 2020, the Cannabis Regulation and Tax Act made it legal for residents over the age of 21 to produce, consume and sell cannabis in Illinois. Please note that although the law has changed, the Department will continue to enforce the Department’s zero tolerance Drug Testing policy. The use of unauthorized drugs, including cannabis, by an employee, regardless of the position held is prohibited.
3. Requires the ability to meet all agency vaccine/health-related policies and guidance.
4. Requires the ability to serve on-call as Administrator on Duty (AOD) on a rotation basis.
5. Requires ability to work after business hours, weekends and holidays.
6. Requires the ability to travel.
7. Requires the ability to physical restrain individuals as medically necessary to prevent injury to the patient or others.
8. Requires the ability to obtain and maintain Cardiopulmonary Resuscitation (CPR) certificate.
