Dam Safety Engineer (Environmental Engineer 3) (In-Training)

The Water Resources (WR) program within the Department of Ecology is looking to fill a Dam Safety Engineer (Environmental Engineer 3) position. This position is located in our Headquarters Office in Lacey, WA.
 
The Ecology Dam Safety Office has built a legacy on the shoulders of two engineers having over 25 years with the section together with the contributions from many others. Ecology promotes a healthy work-life balance. During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. You will be required to work in the office approximately three days a week for the first year for the purpose of orientation and training. The Section Manager will consider alternate arrangements to achieve the same objectives. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing.

Duties

What makes this role unique? 
The Dam Safety Office (DSO) has a unique mission that combines regulatory, engineering, and public safety. As a Dam Safety Engineer, you will be applying engineering expertise and analysis within a regulatory framework. You will be using risk-based methodology to help establish engineering design parameters or assisting engineers outside of the DSO to accomplish the task.

What you will do: 

This position serves as a licensed Professional Engineer in the Dam Safety Office (DSO) in the Dam Safety and Wells Section within the Water Resources Program. This position protects public health and safety by ensuring that dams and other impounding structures are properly designed, constructed, operated, and maintained. Specifically, this position applies specialized expertise in surface water hydrologic and hydraulic engineering using a risk-based methodology. 
  
 Key duties for this position:
 
  • Periodic Inspections of Existing Dams: Conducts and assists with inspections of existing dams to find, and determine the seriousness of, any deficiencies. Prepares reports documenting inspection findings. Inspections typically include hydrologic and hydraulic evaluations at varying levels of detail.
  • Plan Review and Construction Inspection of New and Existing Dams: Reviews engineering design reports, construction plans and specifications. Conducts construction inspections of dams to ensure they are built in accordance with approved plans and specifications. 
  • Compliance: Provides assistance with compliance activities relating to past dam inspections. This may be by direct contact with the dam owner, as well as providing assistance to the DSO’s compliance coordinator. Occasionally communicates with the public to answer questions or take complaints. 
  • Emergency Activities: Supports DSO emergency planning, preparedness and response activities. 
  • Consult with engineering specialists in the DSO to obtain their input on hydrologic, geotechnical and structural issues. 
  • Apply specialized expertise in surface water hydrologic and hydraulic engineering using risk-based methodology.


Qualifications

Required Qualifications:
The goal class for this position is an Environmental Engineer 3 (EE3). We will consider applicants who meet the requirements for both the EE3 and the EE2 levels. If the finalist meets the requirements at the EE2 level, then they will be hired as an EE2 and will be placed in a training program to become a EE3 within a specified period of time.
   
At the Environmental Engineer 2 level: Pay Range 61 ($5,229 - $6,862 – monthly) (In-Training)

Option 1: 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
AND 
Two years of experience in environmental engineering.

Option 2: 
A Master's degree or above with major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
AND 
One year of experience in environmental engineering.

At the Environmental Engineer 3 level: Pay Range 67 ($6,063 - $7,957 monthly) (Goal Class) 
 
Option 1: 
An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
AND 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND three years of experience in environmental engineering.

Option 2:
A Master's degree with major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
AND 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND two years of experience in environmental engineering.

Option 3:
A Ph.D. degree with major study in one of the following engineering fields: sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field
AND 
Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND one year of experience in environmental engineering.

NOTE: Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

Special Requirements/Conditions of Employment: 
 
  • At EE2 level: At the conclusion of the in-training period, and successful completion of the in-training plan, the following requirements must be met within 2 years: 
  1. Pass the EIT (Engineer-in-Training exam). 
  2. Pass the PE (Principles and Practices of Engineering exam). 
  3. If you took the Fundamentals of Engineering exam (EIT) or the Principles and Practices of Engineering exam (PE) in another state, go to NCEES to request a license or exam verification. 
  4. Have 8 years of professional-level experience under the direct supervision of a licensed engineer. (Education in an ABET-accredited program may count for up to 4 years of this experience.)
  • At EE3 level: Must also be registered as a Professional Engineer in the State of Washington or another state based on registration requirements equivalent to those in Washington. If registered in another qualifying state, must acquire Washington professional engineering registration within six months of employment. 
  • Must possess a valid driver’s license.

Desired Qualifications:

  • A general knowledge of civil engineering and a Professional Engineer license.
  • Significant education and/or professional experience in applied hydrologic and hydraulic analyses including computer modeling. 
  • Excellent people and communication skills, both written and verbal applied in technical assistance and regulatory role. 
  • Highly productive with ability to rapidly produce high quality reports useful for decisions and actions by non-technical readers even when data and information is ambiguous or limited. 
  • Ability to bring broader balanced context and thinking into work setting and deliverables. 
  • Commitment to public safety and service.
  • Experience in the use of ESRI developed GIS (ArcGIS) and H-H (HEC-RAS, HEC-HMS) software.
  • Experience in the operation of surveying equipment and analyzing surveying data.
