WHAT YOU'LL DO
Under the direction of the Vice President, Business Services, supervise, organize, and administer fiscal services for a college campus; ensure fiscal activities comply with District policies and procedures and the California Community Colleges' Budget and Accounting Manual; and serve as a primary technical resource to employees on a college campus.

The current vacancy is a Full-Time position (12 mos/year, 100%) located at Ventura College.

Established in 1925, Ventura College was one of the first community colleges in California and currently has an enrollment of 14,500 students. Located approximately 60 miles north of Los Angeles and 30 miles south of Santa Barbara, the 112-acre campus is set in the rolling hills of Ventura - so close to the ocean that there is a clear view of the Channel Islands from several spots on campus. SALARY PLACEMENT
New Employees: Generally, new employees are placed on the first step of the appropriate range of the salary schedule.
Current Employees: An employee who is promoted will be placed on the salary step of the new range of the appropriate salary schedule that provides a minimum increase comparable to a one-step increase in salary.

COVID-19 VACCINATION REQUIREMENT

This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, temporary and regular vacancies for the duration of the list, not to exceed one year.

Representative Duties
Plan, organize, coordinate, and supervise the fiscal services functions of a college campus, including responsibility for oversight of the cashiering function supervised by the Bursar. E

Oversee the preparation of a variety of financial and statistical reports, and statements, and the maintenance of records related to income, expenditures, budgets, programs, and grants; review, audit, and analyze financial statements, records and reports to ensure accuracy, completeness, and compliance with established guidelines, procedures, and Generally Accepted Accounting Principles. E

Supervise subordinate staff engaged in monitoring college grant program budgets and expenditures to ensure program expenditures are in compliance with District policies and procedures; audit and prepare categorically funded program budgets for input into Banner. E

Organize, coordinate, and oversee the timely and accurate preparation and submittal of a variety of monthly, quarterly, annual, and other periodic and ad-hoc financial reports. E

Serve as a technical resource to campus personnel regarding assigned accounting functions; respond to inquiries and provide technical information concerning transactions, budgets, issues, records, forms, rules, regulations, policies, procedures, and funding source requirements. E

Analyze and review accounting processes and procedures; formulate and implement changes and revisions as needed to ensure effective and efficient operations. E

Audit, assemble, and monitor the college budget and year-end projections and advise executive management of budgetary issues and concerns; audit and process various accounting transactions; identify and resolve discrepancies and correct errors; compile and prepare financial data for input into Banner. E

Select, train, and evaluate assigned personnel; prepare work schedules for assigned employees; assign employee duties and review work to ensure accuracy, completeness, and compliance with established procedures; hire and supervise student workers; conduct annual performance evaluations and administer progressive discipline, if warranted. E

Monitor a campus position control system to track permanent employees, vacant positions, and requests for new positions; identify salary savings based on vacant positions to be utilized for other college needs. E

Perform related duties as assigned.

E = Essential Duties

Minimum Qualifications
Any combination equivalent to:

Education: A bachelor's degree in accounting, business administration, public administration, finance, or related field.

Experience: Four years of professional accounting experience performing varied financial analysis, auditing, budget development, record-keeping, and report preparation. Public sector accounting experience and experience serving in a supervisory or lead capacity is preferable.

This is an examination open to the public and current district employees seeking a promotional opportunity. TRAINING AND EXPERIENCE (T&E) EVALUATION:
Date Range: 1/13/22 - 1/20/22
A T&E is an assessment by subject matter experts of training and experience, beyond the minimum requirements, that has prepared the candidate for the position as evidenced in the application materials. When completing the application and the supplemental questionnaire (if applicable), outline in detail your education, training (such as classes, seminars, workshops), and experience. Please be sure to answer every component of each supplemental question as your responses will be scored and serve as your score on the training and experience (T&E) evaluation.

The eight (8) candidates with the highest passing scores on the T&E will be invited to the technical interview.

TECHNICAL INTERVIEW DATE RANGE AND LOCATION: Date Range: 1/31/22 - 2/7/22 Location: The Technical Interview will be conducted remotely, using Zoom. In order to participate in the interview, you must have access to a computer with a camera, microphone, speakers, and a reliable connection to the internet.

The examination components and dates are subject to change as needs dictate. All communication regarding this process will be delivered via email.

ELIGIBILITY LIST: Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview. PROBATIONARY PERIOD: All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
