Financial Assurance Coordinator

Job Summary
This position is responsible for managing financial assurance for the MPCA’s solid and hazardous waste programs and to serve as a general agency expert and resource on financial assurance. They must work with agency staff, regulated parties, and financial institutions to ensure facilities have and maintain the required financial assurance mechanisms. Congress mandated all owners/operators provide financial guarantees for safe management of their facilities, and it is the role of this position to ensure the mechanisms are in place to minimize risk of orphaned/abandoned sites and associated environmental consequences and that funds are adequate and readily accessible if and when they are needed.

Minimum Qualifications
  • 3 years professional experience managing financial assurance mechanisms for public or private entities, working with financial institutions to issue or evaluate letters of credit, calculating inflation rates, overseeing fiscal contracts, or issuing permits or regulatory control document;
OR
  • Bachelor’s degree in a field of study related to environmental, financial, accounting or related fields
  • Must have the ability to develop and implement complex work plans; manage and prioritize multiple assignments; independently complete assignments in a timely manner; effectively lead, mentor and serve as a team member; and understand the economic and social impact of environmental decisions.
  • Communication skills, interpersonal skills, collaboration skills, planning/organization skills, computer and problem-solving skills sufficient to perform senior-level professional work.
  • Effective planning, project management, coordination, and decision-making skills.

Preferred Qualifications
  • Knowledge of financial assistance programs, grants and loans.
  • Knowledge of federal, state and local environmental laws, rules, regulations and standards.
  • Familiarity with MPCA policies and goals.
  • Demonstrated ability to communicate and collaborate effectively with representatives of government agencies, the private sector, members of the public, and internal staff, along with the ability to resolve controversial situations.
  • Demonstrated planning, project management, coordination, and decision-making skills and experience.
  • Public speaking and presentation skills.
  • Technical writing skills.

Physical Requirements
Requires occasionally moving such articles as file boxes and heavy hand tools or heavier materials with help from others and/or moving light objects frequently. A job is in this category may require maintaining a stationary position to a significant degree or may involve a certain amount of moving necessary in carrying out job duties.

Additional Requirements
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
