Fleet and Facilities Operations Analyst - Job ID 50046

Job Summary
As the Fleet and Facilities Operations Analyst at the Minnesota Pollution Control Agency, this position is responsible for customer service, vendor and contract management; purchase orders and acquisition of needed resources; management of the agency vehicle fleet of passenger/specialized program vehicles, and management of the agency-wide security access system. In addition, the position develops and manages internal databases, prepares and monitors annual budgets and spending plans for responsible areas, collects, analyzes, and reports on a variety of data including fleet utilization, agency sustainability, fleet telematics, and security access. The incumbent is responsible for developing, implementing, and maintaining related policies and procedures, including fleet and security access policies and forms. The position will also manage facilities projects as assigned by the Facilities Manager.

Minimum Qualifications
  • Two years of professional experience coordinating or administering programs with operational functions in two or more of the following areas: fleet operations, inventory control, vendor and contract management, property/asset management, budget/procurement or related.
  • Skilled in Microsoft Office programs such as Word, Excel, Power Point and Access.
  • Data management knowledge of the principles, practices and techniques sufficient to conduct ad hoc queries, research, analyze and compile data and report findings.
  • Ability to evaluate existing processes, anticipate needs and make recommendations for change.
  • Ability to understand and carry out complex written and verbal directions to meet deadlines.
  • Effective communications in order to manage customer, vendor and staff relationships.

Preferred Qualifications
  • Knowledge or experience in vehicle fleet acquisition/management and security access system management and related software and hardware.
  • Knowledge and/or experience with contract development and management, billing and invoicing, purchasing protocols, and procurement systems.
  • Knowledge and/or experience monitoring budget and spending plans.
  • Experience in creating, managing, and analyzing data and the use of related software for data analysis and reporting.
  • Ability to present data outcomes to leadership groups.
  • Ability to learn or familiarity with databases such as Tableau and M5.

Physical Requirements
  • Requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time.

Additional Requirements
This position requires successful completion of the following:
  • A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check. Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailer as long as the gross combination weight does not exceed 26,000 pounds.
