Program Manager, Security Cooperation and Governance (SEC00000L)

PAE-REACT is recruiting for the OSCE! The OSCE Mission to Montenegro is seeking Program Manager, Security Co-operation and Governance (SEC00000L), a senior professional with a degree in a relevant field and 6+ years of progressively responsible professional experience. The position requires: experience in international work and/or field missions, leading teams and implementing projects, law enforcement, and reform processes concerning police and security sector at national or international levels; management experience in field of Justice and/or security sector and law enforcement management and administration, strategic development of police, including capacity building, development and implementation of policies, regulations, projects and/or programs, assessment and analysis of police institutional deficiencies; Knowledge and understanding of theories, concepts and approaches relevant to democratic policing; ability to work in a team, with people of different cultural and religious backgrounds, genders and political views, while maintaining impartiality and objectivity. Desirable: experience in peacekeeping operations or international policing; knowledge of the conditions prevailing in Montenegro and mission mandate, international organizations and networks co-operating to tackle cross regional crime, regional political situation and the legal system of the mission area, and the local language or most common lingua franca spoken in the mission area.
