Transportation Engineer 2 – Design/Construction Engineer (In-Training)

The Opportunity
WSDOT Southwest Region is seeking two talented and innovative engineers to join their dynamic team in Kelso, WA. We are looking for entry-level or mid-level engineers who want to develop their careers in transportation by designing and constructing WSDOT projects. As a Transportation Engineer, you will have a high impact on WSDOT's mission to provide and support safe, reliable, and cost-effective transportation options. Our top candidates will be detail-oriented, possess outstanding technical skills, and have the ability to work independently, as well as lead and motivate others.
 
What to Expect
Among the varied range of responsibilities held within this role, you will:
  • Lead project scoping and project definition development. 
  • Prepare and/or review design documentation, reports, calculations, etc., following design manual guidance for project development. 
  • Perform field site assessments and gather field data. 
  • Research highway vicinity as-built information and traffic data.
  • Use computer aided engineering software to develop engineering designs, cost estimates and plans.
  • Oversee CADD technicians on the development of plan sheets and provide technical training and mentoring as needed.
  • Communicate design options and procedures to the public, other agencies, and to WSDOT management.
  • As a project inspector, perform on-site review inspection on active highway construction projects.
  • Analyze and interpret plans, specifications, and special provisions.
  • Monitor contractors work checks for conformance to plans and specifications.
  • Assist in stake out of alignment, alignment control, and location survey work using manual and/or electronic data collection procedures.
  • Gather samples of materials in the field; manipulate and/or transport materials and equipment to and from the field; direct or perform material testing.
  • Monitor construction schedule and budget. 
  • Assist in preparation of change order documentation. 
  • Check calculations including elevations, grades, earthwork, etc.
  • Review estimates, weekly working day statements, and contract payments.
 
Qualifications
Please note this position has been approved for in-training. Candidates will be considered as a Transportation Engineer 1 or Transportation Engineer 2, depending on qualifications. 
 
Required qualifications at the Transportation Engineer 1 level:
  • A Bachelor of Science degree in Civil Engineering or Structural Engineering or closely related field from an accredited university.
 
Required qualifications at the Transportation Engineer 2 level require one of the following:
  • An Engineer-In-Training Certification (EIT) AND one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent as an entry level engineer in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or closely related field. Minimum one year experience as a Transportation OR;
  • Two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent as an entry-level engineer in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or closely related field OR;
  • A Master’s degree with a major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or closely related field AND an Engineer-In-Training Certification (EIT).
 
Requirements at both levels also include:
  • Valid driver's license.
  • Possess a basic knowledge of transportation engineering principles and scheduling.
  • Proven skills in research and interpret contract provisions, plans, drawings, and details.
  • Experience in communicating to multiple audiences, both orally and in writing.
  • Experience in reviewing engineering plans and specifications for compliance with established standards.
  • Experience in being able to effectively work both individually and within a diverse team environment.
  • Experience adhering to safety policies and diligence in performing work in a safe manner.
  • Valid driver’s license.
  • Certification as a Certified General Inspector within six months of appointment.
  • Flagging Card or ability to obtain within the first six months of hire.
  • Western Alliance for Quality Transportation Construction (WAQTC) Certification in assigned test methods or ability to obtain within the first year of hire.
  • The ability to transport, manipulate, and move into position materials and equipment weighing up to 35 pounds.
 
It is preferred that qualified candidates also have: 
  • A solid understanding and working knowledge of transportation engineering principles. 
  • Demonstrated skills to make correct independent decisions in complex or emergency situations.
  • Demonstrated increased proficiency in task prioritization and duties.
  • Demonstrated competency in all aspects of project delivery: scoping, design, construction inspection, and construction administration.
 
Important Notes 
  • We are currently seeking to fill two positions in Kelso, WA.
  • These positions are approved for in-training. Candidates will be considered as a Transportation Engineer 1 or Transportation Engineer 2, depending on qualifications.
