Manager, Project Management Center

Brookhaven National Laboratory (www.bnl.gov) delivers discovery science and transformative technology to power and secure the nation’s future. Brookhaven Lab is a multidisciplinary laboratory with seven Nobel Prize-winning discoveries, 37 R&D 100 Awards, and more than 70 years of pioneering research. The Lab is primarily supported by the U.S. Department of Energy’s (DOE) Office of Science. Brookhaven Science Associates (BSA) operates and manages the Laboratory for DOE. BSA is a partnership between Battelle and The Research Foundation for the State University of New York on behalf of Stony Brook University.
Organizational Overview
BNL’s Planning, Performance and Quality Management Office (PPQM) provides an enterprise-level perspective on planning and performance, and a focal point for Laboratory contractor assurance activities. PPQM is comprised of four areas: Policy and Strategic Planning; Project Management Center; Institutional Improvement; and Quality Management Office.
The Project Management Center (PMC) is responsible for the rigorous planning and implementation of project management and controls functions for BNL projects supporting technical Project Directors/ Project Managers and the establishment and deployment of the Laboratory’s project management systems, tools, and processes.
Position Description
We seek a Project Manager Center (PMC) Manager to provide leadership for the centralized Project Management Center which works with directorates and disciplines throughout BNL. The PMC Manager directs deployed project management and controls support including cost estimating, scheduling, risk management, and performance reporting through a team of technical Project Managers. The PMC Manager oversees implementation of project management and controls practices and procedures for projects across the Laboratory consistent with Department of Energy (DOE) Order 413.3b and other project management stakeholder requirements.
This position reports to the PPQM Division Director.
Essential Duties and Responsibilities:
  • Drive and manage the Project Management Center implementing project management and controls functions on Lab projects
  • Manage and develop a team of six direct reports and over 15 indirect reports. Procure and manage PM contractors to supplement staff
  • Develop and implement tools, systems, and solutions that enable project managers across the Lab to be successful
  • Develop guidance and support the implementation of a graded approach to project management on smaller, less complex projects
  • Develop and maintain specific training, procedures, policies, standards, and assessment practices for utilization by Lab staff
  • Develop and maintain database of Lab projects and historical project information, including lessons-learned that help inform the community of project managers across the Laboratory
  • Serve as the Lab’s Subject Matter Expert for project management
  • Maintain compliance and ensure successful annual review of DOE Certification and Surveillance of the BNL Earned Value Management System (EVMS) per DOE O 413.3b
  • Advise Lab Leadership on critical project management policy issues
  • Develop organizational policies compliant with Laboratory policies for Project Management
  • Develop, update, and deliver Project Management Training for Project Managers, Control Account Managers, and other staff who work on projects
  • Plan and coordinate Project Oversight Board (POB) and Project Leadership Council meetings
  • Participate and/or chair Project and Process Reviews, for both BNL and other DOE Labs
  • Report on Project Management/Controls Key Performance Parameters for critical Lab projects
  • Participate in the DOE Laboratory PMSC (Project Management Standing Committee) and Battelle PM CoP (Community of Practice)
Position Requirements
Required Knowledge, Skills, and Abilities:
  • Bachelor’s degree in Business Administration, Engineering, or a related field
  • 15+ years’ related experience, including at least 5 years managing a technical and/or administrative team
  • Project Management Professional (PMP) certification
  • Proficiency in project controls systems, processes, and tools
  • Experience interacting with Project Managers, Control Account Managers, Business Operations, and procurement staff
  • Excellent written and oral communication skills. Demonstrated experience preparing and delivering presentations to senior management
  • Demonstrated ability to manage, motivate, direct, and facilitate effectively among a diverse group of project management/controls personnel in a collaborative, team environment
  • Working knowledge of Primavera P6, Excel, Microsoft Project, Risk Analysis tools, plus familiarity with Cobra
  • In-depth understanding of DOE policies and procedures
  • Ability to identify key strategic issues, opportunities, and identify and analyze project risks
  • Experience with managing projects under an Earned Value Management Systems (EVMS) 
Preferred Knowledge, Skills, and Abilities:
  • Advanced degree (MS or MBA) or equivalent
  • Working understanding of Financial, Procurement, HR, and Labor Cost Distribution systems
  • Experience managing a central Project Management organization
  • Ability to influence all levels of organization effectively
